I would discontinue the hay for now, I've noticed that my young sulcata doesn't do to well if too much hay is added to his food.My larger sulcata do fine with the added hay.
Discontinue the hay and increase the soaks.
Soak him daily for around 20 minutes, soak him in warmish but not hot water, replace the water as it cools.
The warm soaks should help him pass a stool.
If he doesn't pass a stool in the next couple of days a vet visit would be a good idea.
What substrate is he on? I had problem with my tortoises when kept on timothy hay, and eye problems with my hatchling leopards when kept on rabbit pellets.
