You have to ask yourself if it is necessary.
IS WHAT NECESSARY? OVERWINTERING?
I believe it is not, for the general health of the tortoise. Those articles referenced although very informative lead many to believe this is an easy and safe thing to do. It is not. Weigh the benefits to the risk involved. If you are not planing any breeding efforts with the animal I would suggest not doing it.

If you feel you have to hibernate your animal please talk to someone in CO who has done this successfully for a couple of years for exactly how it is done in your climate. (I am strongly against this practice unless it is absolutely necessary.)
