I don't know of a tortoise that would benefit from an apartment environment for 2 years. Tortoises benefit and thrive with plenty of room to roam, plus sun and grazing. How about a turtle? I don't know about turtles much, but a red ear slider hatchling would do well inside for the first couple of years, then if you moved into a place where you could put in an outside pond, you could move it into that. I'm sure there are other turtles that would fit into an apartment also. I'll bet others will check in with their opinions too. Good luck with your new pet.
