Corn cob substrate is not recommended because the tort can ingest this, and it can cause intestinal problems. NEVER USE CEDAR, it's toxic to torts. Russians love to burrow, try a mixture of 50% potting soil (use totally organic, make sure there are no fertilizers mixed into it or any of those little styrofoam balls) with 50% clean play sand (you can get this at HomeBase or any nursery). Also, for fun, buy a mini bale of timothy hay (available at PetSmart or equivalent). It's in the guinea pig aisle and it'll cost you about $4. Add this to your russian's setup and he'll burrow into it.
