Yes I think the two kittens would be a big problem,
if they were to get to the tortoise (any small
tortoise/snake or reptile, regardless of breed) they will almost
surely torture it if not kill it. Small animals
need to be protected from cats and other pets.
Keeping an adult sulcata in an apartment would be
like keeping a goat or small cow inside. Pfew!
If you are confident of buying a house with a
yard in the next few years, you could manage
maybe, it just wouldn't be ideal, with a hatchling.
This is assuming you live in a fair climate
where he could spend months outside if not year-round.
Best bet, get something smaller and enjoy him.
