I'm assuming that you've only seen baby sulcata's. A full grown sulcata is a HUGE tortoise that needs a lot of land to roam around and graze in, plus an adult sulcata would do a hell of a job on your carpet and furniture.
You would soon find that keeping a sulcata in an apartment is like trying to keep a tuna in a fishtank. You might be able to squeeze it in there....but it's not a good idea. A 200 pound tortoise that digs like mad is not your best bet.
You might want to check out the much much smaller egyptian tortoise. They can easily live in an aquarium or small enclosure. They cost quite a bit more than the sulcata would, but you will be much better off in the long run.
