Lindsay,
if I understand correctly, you are new to keeping torts?
There are several email lists you can subscribe to that will put you in touch with many experienced tort keepers.
There are species specific and general lists, the Tortoise Trust list covers all species.
You can subscribe to the list from the Tortoise Trust web site.
I always recommend the lists to new keepers as you can really learn a lot, and get help and advise.
It's free to subscribe and if you decide it's not for you, unsubscribing is easy.
To join the Tortoise Trust list, visit their web site linked below.
Look for the discussion list link, on the left of the home page.
One thing I would highly recommend, is that you take the tortoise to a vet to be checked out. This is always a good idea with any new tortoise, make sure a stool float is done to check for internal parasites.
The white bugs should dissapear when the enclosure is cleaned and aired out, and fresh substrate put in.

If you're going to set it up indoors UVB lighting is a must, and an enclosure is better than a tank!
Of course an outdoor enclosure is best, even if the weather in your area will only permit it during the summer months.
I realise you've only had the tortoise a short while, but thought these points worth mentioning.
Looks like life has turned around for this little tort and it's landed in a caring home.
