.......All tortoises derserve an outdoor pen if you have a yard. It's much safer having the tortoise in a pen than wandering the yard. Also the tortoise will find favorite spots and feel at home and safe. An outdoor pen offers the tortoise room to excercise, fresh air and sun. ......

......CB ( captive Bred) tend to have less health problems than new imports. A Russian might cost $40 but as the Russians in the stores are all WC ( wild caught) a vet visit is a must, to check general health and test for internal parasites. Russians are not bred much in captivity and CB Russians are not commonly available. A CB russian wil cost $150 - $200. CB is a better choice, but you must also research the care for each species and make sure you can provide for it properly. The care of Redfoots differs greatly from Russians............

No need to wash him! Tap water is fine, Russians don't drink much but should have a shallow water dish available for drinking at all times.
Redfoots do drink and soak quite a bit, they will require a soaking area. Something like a large, shallow, plastic plant pot saucer sunk in the ground. Shallow enough to get in and out easily, but big enough to wade and soak ( not swim) in ( chin deep)........

........No you don't need chicken wire, but sink the walls into the ground at least 6". Redfoots don't dig much, russians can dig but if the pen is interesting enough they won't. Don't just provide a bare pen, add logs, rocks, plants and grass. Torts nibble on grass and long grass makes a great hiding place........

......I use fencing boards 10' - 8', not too expensive and easy to use. Put wooden stakes every few feet to nail the boards to. My 20'- 10' russian Pen only took 8 boards, the back wall is the house.We went two boards high, cost around $100.......

I'll leave the other questions for somebody else as I have no experience housing torts indoors.

Paco before buying any tortoise research well.
Different species need different care, Russians can't tolerate cold, damp conditions.They burrow and hibernate.
Redfoots prefer humid, conditions like to soak, enjoy having the enclosure misted on hot days.They don't hibernate.
The dietary needs are also very different.I have linked a Redfoot web site for you below.There are other species to choose from to, but you must research the care for each species.

Which State do you live in? That might help us try to help you decide on a species.
I commend you for asking questions before buying. Many do it the other way round!
