Sis,
There *isn't* a good tortoise or turtle for children at that age! Most reptiles (if not all) don't deal well with handling, especially by a small child who could easily drop it. If his tank can hold water, creating a fish environment would be beautiful for his daughter to watch. Tortoises don't do well in aquariums; when they can see out they tend to get stressed by not being able to get out to the area they can see; and an aquarium tends to heat up (like a greenhouse). Also, even though I hate to start a scare, there is always the salmonella concern. Households with children under 5 should be *very* cautious with any type of reptile due to the chance of salmonella -- hands need to be washed before and after every handling (and not go near the eyes, nose, or mouth before the wash). Most 2 or 3 year old children aren't that self disciplined.
Please try to talk your friend into some hamsters or mice. Rats make wonderful pets for children (really!).
