I do not like pine bedding for a substrate- it won't harm the tortoise and is good for ease of cleaning. But personally I prefer a soil based substrate- with soil I can sculpt an interesting habitat resembling the tortoise's natural habitat.
As for hibernation I agree with EJ. Some people think that hibernation is manditory, but I disagree. In the long run you should let your tortoise choose to hibernate or not. Last Autumn my Russian went to the cool side of the habitat dug down a little and stayed there until spring. Every now and then he came out for a little snack but for the most part he was hibernating.
