Thanks for the advice everyone. I am inclined to think that competition is not the issue, as the smaller of the tortoises lived alone for about 5 months before getting a cagemate, and exhibited the same behavior and slow growth rate. Also, the now larger of the two was considerably smaller when they were first introduced, yet grew at a much faster rate than the other ever did (alone or in a pair). I'm going to have him checked for parasites, although I bought him from Capitol Herps of MD, which is operated by a veterinarian who I am sure keeps them in good conditions (on the other hand I may have introduced the parasites myself somehow). In any case, I'm sure both tortoises will end up fine and can look forward to another 120 years or so.
