Sometimes he becoms constipated and I have to soak him in luke-warm water for 10 to 15 min. Tortoises almost always void their bowels in a warm water bath. Sometimes the temperature is too hot or too cold. At the extreme ends of the temperature range a Russian tortoise will stop eating and go into hibernation/estivation. So you might want to check the temperatures.
Sometimes a tortoise will get bored with the same food over and over again. You should feed her as many different greens as possible in each feeding. I don't know where you live, but the local Safeway store (in Portland OR) sells a variety of pre-packaged salad mixes. I use these as a base and add to that base some chopped up hay.
I hope I didn't overwhelm you with suggestions. The best thing to do is take yor tortoise to a vet and have a complete examination. Try my other suggestions after the vet gives her a clean bill of health.
