Russian tortoises are very easy to keep and are hardy, able to withstand low temperatures. But you have to watch out for parasites. Russian tortoises are notorious for carrying worms and other intestinal nasties. And these parasites can spread easily to other tortoises and can prove fatal. Therefor always take your tortoises to a vet as soon as possible to have them tested for worms and to get a perscription de-wormer.
If you do decide to get a Russian I think you will really enjoy it; Russians have great personalities and are very active little animals.
