WC russians are being brought into the states in abundance right now, that's why they're cheap. Since you know the difference between WC and CB, have you thought about *not* buying wild caught and looking for a breeder? Also, I would say that russians are much easier to keep than sulcatas! Are you ready for a 150-lb sulcata tearing down your fence or overturning your plants?????? Sulcatas grow quickly and require a hot, dry environment as well as alot of room. Although they are fairly easy to keep in the right environment, they become more difficult as they grow. That is why there adoption groups are seeing an increase in sulcatas being given up--owners didn't realize how large their torts would get. This post is not meant to discourage you from going with sulcatas, only to make sure you're aware of future concerns.
