I know a lot of people use Timothy Hay and others use Orchard Grass hay because they say it is less dusty than the Timothy.
Others use Care Fresh.
Still others use a 50/50 mix of organic potting soil and play sand.
I am sure you will get 101 suggestions here.
The paper is not that attractive and doesn't give a lot of traction. You could line the enclosure with newspaper and cover with hay or something for easy clean up. The ink is not toxic, BTW in case anyone tells you it is.
