Based on that rate of growth I would have to say yes, it's too small. If that chelonian is growing at that pace being only 9 months old, I would make it at least 6 X 6. I have a year old that is about 5 inches, and the indoor enclosure I built will support her until the next birthday. Good luck on the construction.
