You can usually buy cuttlebone in any pet supply store that stocks items for birds. They are pretty inexpensive but don't expect too much, I've never gotten much of an interest in them from any of my tortoises. Some people recommend leaving them in the sun to bake for awhile to remove traces of the fishy smell.
