Hi,
First off, be sure to get your Russian to a vet with a stool sample to check for parasites.
I'd keep the temperatures at about 70 on the cool end and about 85 on the warm end. Turn off all heat sources at night. Russians can tolerate cooler temperatures, but not damp conditions, so keep his vivarium dry.
As he is new to you and since illnesses sometimes take a while to show up, I'd not hibernate this tortoise this winter. That is just my opinion, though.
