Inexperienced Tortoise keeper needs tips

I just got a new russian tortoise and I need help. See, my vivarium is done, but I need some information on the heatlanp. What temperature do I need to keep a healthy Russian tortoise?
Also, could I have some general info on how to hibernate it? please help
