Theresa, The best place to start is your local Turtle and tortoise society. Kingsnake has a list of societiess or check out the larger societies like The California Turtle and Tortoise Club or the New York Turtle and Tortoise Society for links to a society in your area. Try to find someone locally to help you with getting started.
As far as a baby tortoise for starters they can be difficult if you've never kept a tortoise before. If you contact me privately I can probably put you in touch with someone who can help you and or a good breeder.
