most mites are species specific, if that is truly what the hamster has, I dought it will affect your tort. It is more likely the hamster has fleas, especially if they are biting you.Can you see them crawling around? if so, could be fleas or lice. Have the hamster treated by a vet if possable. I don't beleive lice or fleas bother torts, but I'm not 100% sure. find out what the hamster has before you panic.
