I would seriously consider seeking out a better informed vet. 1) Tortoises do not get "colds" 2) The fact that guesswork diagnosis is being employed suggests that the standard of service you are receiving is not good....

But she looks miserable any advice on what I can do for her?>>

Take a culture for analysis. Examine nares for any foreign objects. Irrigate nares with sterile saline. Discuss use of appropriate antibiotics with veterinarian - I would begin with topical irrigations and follow up with systemic if necessary. Keep warm as advised by others.

"Colds" are viral diseases. 99.999% of symptoms as described are bacterial infections in tortoises... big difference.

Observe carefully. At first sign of deterioration get to vet ASAP and begin treatment with systemic (injected) antibiotics. Do not use oral antibiotics.
