My vet told me to stimulate mine to walk around and even let her walk around the house when I couldn't let her out.
Tortoises are slow healers. It will take your tortoise a while to recover and you may want to keep up the increased temps for another month or so after the symptoms go away. A runny nose/cold/respiratory infection can recur within a couple of months so be aware of that.
Even though it is only July, I would not hibernate her this year. Theoretically, she could get ready to hibernate in September or so and not be fully recovered from this cold.
I could be wrong, but it is better to be safe and overwinter her than hibernate her and lose her.
