I also feed my tortoises every other day or so.(the ones indoors) But I feed them much more than they can eat at one time. The dried stuff is left in the enclosure. I use this as a gauge for their next feeding. When the dry stuff is all gone they get fed again.
To address the 'fat' tortoise the problem is probably the type of food or environment and not the amount. If a high fiber/low protein diet is maintained along with adequate exercise and environment there is no way a tortoise can get bloated unless there is something else wrong. A memember of another list went so far as to suggest 'hiding' food so the animal would have to hunt or browse for food to become more active. This is becoming more in vogue now with zoos.
