A vet visit is in order. That particular tortoise usually carries a good amount of internal parasites. When the animal gets stressed out (new environment etc.) the parasites can be a problem.

As a suggestion though,in the future you might want to research the pet before you get it. It will save you a great deal of time, money and grief.
