No Tortoises in Jersey

You all have no idea how lucky you are that you can just walk into a local pet shop and buy a turtle or tortoise. Here in New Jersey the selling of tortoises and turtles is illegal. Because of risk of salmonella. After doing tons of research, I have decided that I would like to purchase a Russian tortoise. My challenge now is how to get one. I can go out of state, but I would like to order one from an online breeder. My question is: Does anyone have any experience from ordering tortoises off line? And if so, can you reccomend a place? I have found a couple of places that look pretty reliable, but I am still nervous about ordering.
