Linda, I know many teachers who keep tortoises in the classroom with no problems at all. As far as ethics go, you can see if the tortoise is being tortured or not and can act accordingly. (I think I'm talking to a responsible adult)(?).
As I said earlier the hermans would be your best bet. What subspecies is irrelevent because you're probably not going to spend the bucks on a tortoise you can't see any difference in anyway. To address the Kleinmanni further you can find them for $250.00 to $350.00 in your area. (northeast US) but as stated they are touchy and not very easy. Another note. Hibernation is not a requirement. It is presently thought to possibly be benificial but is by no means a requirement. (option to change opinion left open) For suggestion on the type of set up you can use I'll be glad to send you a basic plan for you to check out if you like. Good luck in what ever you decide. I always believe hands on interaction cannot be replaced by anything with the same results.
