Laura, for indoor quarters you can use a cement mixing tub that you can get at home depot for about 9 bucks. I use small chip pine bark chips at about 3 inches deep. They like to burrow into this. You should provide a water dish such as a 6 inch plant saucer.(glazed) you may never see the turtle use this but it doesn't hurt to make it available. Feeding is as suggested with the main thing in mind is to feed variety (stay clear of spinach) Just about any broad leaf weed is fair game also. Try to give it a couple of hours of sunshine daily if you are not keeping it outdoors. Make sure there is always shade. If you do keep it out doors remember that SO CA nights are cool, and if you are anywhere near the coast, damp. This is deadly for russians. I found it easier to just keep them in the setup I mentioned indoors. (I'm in San Diego) If you do decide to keep them outdoors set up their enclosure with a mainly gravel substrate and make sure their sleep quarters are very dry and that they use it at night. You might have to actually place them in their nightly until they use it on their own.
