Remember that the temperature in a tortoise's burrow is gooing to be warmer than the outside air. Personally I don't like to hibernate Russian torts, so I wuold take them indoors during the winter.
On the high end of the scale Russian torts can easily take temperatures over 100* farenheit as long as there is a cooler area to rest in. I keep my Russian tort at around 80* with a basking spot at about 90* outside on really hor days I provide water to wade in and drink and shade to rest in.
