The dirt and grazing mix is a good substate.
Be sure all plants and dirt are pesticide free.
If you buy a commercial potting soil, be sure it is free of fertilizer, perlite, and other additives like moisture holding beads.
A substrate recommended by Tortoise Trust is 50/50 mix of organic potting soil and sterilized play sand.
This pool will be fine as long as you provide some hiding spots and some shady spots. They need some cooler spots so they can thermoregulate.
You can dig them little burrows if you fill it deep enough with substrate. Or you can put a couple of small boxes, terra cotta or plastic pots cut in half or any other creations for a burrows/hide spots.
You might want to put something like a smooth paving stone that will absorb heat as a basking rock; add some small hills for interest and some plants for shade.
Plants I have found useful and nontoxic are
Geranium, nasturtium, violas, Johnny Jump Ups, Aloe Vera, Hen and Chicks, Wandering Jew and I have planted cactus but scraped off the spines to prevent injury.
