Kathy and Kelly gave you some good advice.
For any injury and *especially* difficulty breathing and whistling noises, a vet visit should be made asap.
Desert Torts are prone to respiratory infections if not kept properly. They do poorly indoors and all that indoor time in a classroom was probably not too healthy for him.
As far as outdoors - the desert from which they originate is very hot. Hot and dry Arizona sounds ideal for him.
Start a burrow or two for him in your yard and provide some shady areas where he can retreat.
I'd put him out as much as possible for natural sunlight as desert torts do much better outside.
From personal experience, I think natural sunlight aids in healing of sick torts.
Just be sure that he does not show signs of being too sick or weak to get out of the sun himself because you don't want him stuck out in the sun to bake.
What are you feeding? Diet and calcium are important.
