Hi,
if the eyes are also swollen it could be a case of *swollen eyes* it should respond to antibiotics, and a change for the better in diet and environment.
If it's a thick white film over the eyes, it could be a severe eye infection.
Most eye infections in tortoises are quite easy to treat with antibacterial eye ointment, or gentamycin eye drops.
The drops or ointment must be put in the eye though not just on the outside.
Eye problems are usually caused by an over dry envoronment. Or dirty conditions, dirty substrate/water.
If the eyes are swollen it could also be caused by a vitamin A deficiency.
Either way I suspect a vet visit would be in order, which should be done with a new tortoise anyway. The vet would also take a look at the eyes and probably prescibe either drops/ointment or antibiotics.
Poor tort, what a shame.
