I'd recommend a captive bred Russian, Hermann's or Ibera. (Testudo horsfieldi, Testudo hermanni or Testudo ibera).

Tortoises do so much better housed outdoors in spacious enclosures, it's a real shame to house a tortoise indoors if you have good weather and a yard.
You could go for a wild caught Russian which will cost anywhere from $30-$70. But being wild caught it *must* get a vet check and fecal test, which will bring the overall cost up to about the same as a captive bred hatchling.
A redfoot or yellowfoot would also be a good choice for the humid Florida climate, but housed outdoors.
