They can survive being in colder weather, however like all tortoises they must have warm weather to heat their little bodies up to be active.
Those that overwinter them outdoors live in warm areas. The tortoise will not be active in cold winter areas, it will not overwinter, it will hibernate.
Just to clarify - low temperatures are needed to hibernate all tortoises safely, not just Russians.
However, they probably do come from some colder winter areas that other species, so they probably do encounter some colder hibernating temperatures.
