I don't think tortoises that hibernate naturally throughout the winter are in a weatherproof area sitting around a fire warm and dry, they are out in the rain and snow under a layer of dirt/mud. The type of US cities that closely approximate the natural climate of a Hermans are New York, Toledo, St Louis. If you hibernate them naturally just make sure that they do not burrow into an area that floods or they can drown.
