I live in NY Metro area and know our weather...I don't think it's suitable to keep a tortoise outdoors in the elements here at all..especially if you are going to get a CB tortoise or young/hatchling. In the spring/summer yes, even part of fall maybe, but our winters are too damp and rainy...I would advise against it...
