Kathy, five of my tortoises are Mediterranean Spur Thighed tortoises and I live in sunny CA where the winters do not get cold enough for natural hibernation. For the last 9 years I have artificially hibernated my Meds in a refrigerator. I know, it sounds scary, but it is an excellant way to control their environment and I have never had any problems. In fact, after about a 4 month hibernation they have only lost a couple grams of weight. And just think you get a break from care, feeding, and trying to keep them at 85 degrees all winter.
