Sounds just like my Bubba.
Mine I know for sure is a male!
Bubba will pace and pace all afternoon long, round and round the enclosure endlessly.Trying to climb six foot tall walls, he also digs in the shed. Angel my female has never dug or paced like that. Bubba also does the swimming/flipping thing, (Angel never has)so I offer him water almost daily and most days he drinks.I also wet the ground/soil or grass and he'll flip wet mud or dust up on his carapace.
When they flip like that they're trying to flip mud/dust or water on their carapace.
Which they would in the wild, probably to help with insects and protect from the sun.

I don't know,if your Bubba is a male he could be starting to show sexual behaviour. Otherwise it just sounds like pretty normal sulcata behaviour.
Maybe typical male behaviour,not sure as I only have one mature male and female to go by.
My male acts like that, my female doesn't!
