The CITES convention was held a couple months ago and as far as I know the Russian tortoise was not even discussed. They are already CITES appendix II which gives the country of origin complete control over any exports. Some countries have restricted the import of Russian tortoises but they are not going CITES appendix I and it will be at least a couple years until the next CITES convention is held.
