Another option is to use organic fertalizers such as bonemeal, bloodmeal and ash. It would be more expensive but this is what is used on areas where grazing animals are expected to feed. Unlike chemical fertalizers this stuff releases it's components slowly as bacteria breaks it down in the ground. Unless the tortoise gets to a bag of this stuff it should do the animal no harm even if it ingests the fertalizer directly. (Worse case scenario)
