Andrew, this is a subject that is very debatable at this point. (Whether hibernation is a necessity or not.) It might be benificial if breeding is the goal but I do not believe it is a necessity for the tortoises well being. I can not find any references to support that hibernation is a necessity. In other words, it would appear the tortoise would do just fine without hibernating. Don't shy away from the Russian tortoise based on the opinions of a select few. Try to get as broad an opinion as you can (believe me, with the net there is no shortage of these) then decide.
