Hi Kristin,
"Normal" growth varies greatly depending on housing, diet, etc. It is almost impossible to age a tortoise based on size because of the variables. Many people would like to see a growth chart of sorts, but so far, no luck.
Is his shell growth smooth? What are you feeding him?
This sounds like a lot of growth in a short time to me, but many people report growth spurts and smooth shells - normal is relative in the tortoise world.
Just be sure he is getting a high fiber, low protein diet and that you are supplementing with calcium.
Also, be sure to measure consistently.
Consider weighing him as weight is a helpful measure of growth.
