Now on to the soaking question. I live in Portland OR if you have ever been here you know it's not prime tortoise territory, so my tortoises spend alot of time indoors. In the wild (or outside) the russian tortoise has a chance to burrow, and the inside of these burrows is humid, even in a desert these burrows are humid! Inside a house, however, the humidity is generally low and stays low both day and night. Therefor it is important to soak your russian at least once a month, or twice a month during extemely hot weather.
I don't know how common this is, but my russian will take in water from his cloaca. He seems to invert the lining of the cloaca and apparently absorbes water from it. So just because you dont see your tortoise drink during a soaking it doesn't mean he's not getting any benefit from the soaking.
