Yes Tortoises and Turtles can lay infertile eggs.
I have two C. galbinifrons ( Flowerback box turtles) both females. I would love to get a male but it is now ilegal to import this species into Hawaii, where I live.
One of my females lays an egg ( this species lay one large egg) every few months. There is no chance that the eggs are fertile as she hasn't been around a male for about 7 years.
However turtles/tortoises can retain sperm it is thought up to as long as 4-5 years.
So yes females who have had no contact with a male can lay eggs, they wont be fertile though.
