I've got a red foot that I got about 4 years ago. At first, she would bury herself and not come out. She's got bark chips as a substrate but also has plants she can hide in. She spent a lot of time hiding.
Nowadays, she hears me starting to feed tortoises (hears me opening up cages) and she is out and looking for food immediately.
This redfoot was an extremely shy one. It took her about a year to adjust and decide to be "social". I'd expect younger ones to adjust more quickly.
One more thought: make sure you've got the humidity high enough. I know that my humidity-loving tortoises will become inactive if things get too dry. As soon as I increase humidity, they are out and about again.

: i just purchase 2 red foot tortoise they are about 3"in across they eat but they like to barry themself in the reptibark chips
: is this normal behavior i have heating at about 80-85 deg and a uv light is this ok i small dish for them to soak in ing wrong
