Now I have Russian tortoises at home and they go through growth spurts. The new shell comes in white and then turns yellow with age eventually reaching a brown/olive color. My guess is that the turtle has gone through some major growing recently and that is why you see the yellow. And it is possible that the yellow has not deepened because of lack of natural sunlight.
Russians normally have a very rounded shell, I don't know if the shell is flatter do to poor management by the last owner, or if it is due to this being another Testudo and not a Russian. But with the proper care it should be okay.
