is it a WC ( wild caught)Leopard, how long have you had it?
When you say he is drinking a lot, is he drinking from a dish or are you soaking him?

If it's wild caught then the vet trip could have stressed him out quite a bit.
He's been shuffled from here to there, shipped, packed in crates etc.

Just give him time to settle down, give him a routine and try to stick to it. Feed him at the same time every day, after he's had time to wake up and bask a bit.

Make sure he has a hide box in the cooler side of the enclosure,( if he doesn't already) very important as he needs somewhere he can go and feel very safe.

Rubbing his face on his leg could be as simple as him having an itch. Or his eyes could be irritated, what substate are you using?

Or he could be getting rid of some grit that may have got stuck up by his neck.

When I soak my small sulcatas, they will sometimes do the same thing, but they are just trying to get rid of dirt or grit that gets caught in the folds of the neck. ( They're housed outdoors though).

Watch his eyes to make sure there is no sign of irritation, Torts will sometimes try to rub their eyes on their legs, if a bit of grit or something has got in the eye.

I would give him plenty of peace and quiet, let him settle down again, give him a nice soak to rehydrate himself.

Make sure he has a hide box to feel safe in, and just keep an eye on him for signs of ill health.

If he's wild caught, it's all been a bit much for him, he needs to feel safe and settled, the vet trip may have shook him up.
As long as you are happy with the vet visit and the tort recieved a clean bill of health. I would just concentrate on letting the tort settle into his new home.
