: I think as Niki said you can pretty much rule out Redfoots and Leopards or any species that grows large.
: I think you have to ask yourself if it's fair to house tortoises in a small enclosure their entire life.Russian torts, Hermanns,Egyptions, hingebacks are some of the smaller species.But even smaller species can be active little things and deserve as much room as possible.
: I would house no more than two small torts in a container that size and make sure it is interesting, with plants, logs, rocks and substrate for digging in.
: If you have a yard and warm weather for even a few months of the year, then an outdoor enclosure would be a great idea, even if they can only use it a few months of the year.

: Another idea would be to build a tortoise table, or give up a room to the torts.
: But when you get into bigger species , especialy the ones that don't hibernate they really need a lot of space.
: Not everyone has warm weather or a yard, indoor housing is possible just choose the species you think you can best provide for.
