Slow and steady growth is the operative word.
As Niki said, length isn't the only factor.
Weighing them is just as important, if not more important to me, than length.
Remember that their bodies are putting on weight and growing too, not just the shell.
Sulcata are dense tortoises - most are surprisingly heavy and solid feeling for their size. I have a sulcata and CDT that are approximately the same length and shell size, but the sulcata is heavier.
Also on weight - think about a full grown tortoises who is no longer growing. It can lose body mass but its shell will still be the same length.
