Another consideration in addition to hydration is temperature. First sulcatas come from where it is real hot and dry. When you move them into your backyard, unless you live in their native range, you take them out of optimal conditions (for this specific tortoise). Night time temps might be too cool. If water is constantly present hydration should not be a problem. Also make sure the water dish is where the tortoise can find it. I place a dish in the path to their sleeping quarters so they can't help but check it out. Once they associate the dish with water that location becomes imprinted and they will associate that dish with water.
